Planning Board

The Planning Board consists of five elected officials that oversee this department. The Planning Board administers the Rules and regulations Governing the Subdivision of Land within the boundaries of Somerset. In addition, the Planning Board is the Special Permit granting authority under the zoning by-law for certain uses within the Watershed Protection District and Open Space communities. As part of interdepartmental cooperation, the Planning board provides technical assistance and written recommendations to the Zoning Board on Planned Developments and provides recommendations for town meeting on street acceptance and zoning changes.

Brayton Point Commerce Center

For 50 years, Brayton Point was home to a coal-fired power plant that generated 1600 MW for electricity to local homes and businesses and was a source of good paying jobs and tax revenue. The redevelopment of the site is intended to return Brayton Point to a state of productivity and growth by utilizing many of the same attributes that made the site successful in the past – 300 acres of waterfront property, a deep water port, and access to a strong local talent pool. Brayton Point LLC petitioned the Planning Board and the Zoning Board of Appeals for the property owned by them at 1 Brayton Point Road, for Planned Development approval to allow for operations of a salt storage and metal storage business on the property. The Planning Board held a hearing on October 22nd and November 19th, 2019 and they provided an Unfavorable Recommendation to the Zoning Board of Appeals with conditions. The Zoning Board of Appeals held a hearing on October 24th, 2019 and November 21st. The Zoning Board of Appeals have contined their hearing until Monday, December 9th, 2019. Town of Somerset to host Municipal Vulnerability Preparedness Listening Session

Somerst is participating in the Commonwealth's Municipal Vulnerability Preparedness (MVP) program. This program provides support for towns in Massachusetts that mitigate the impacts of climate change and natural hazards. Communities that complete the MVP program become certified as an "MVP community" and are eligible for State grant funding and other opportunities.

The Town of Somerset will continue the MVP certification process by presenting the results a Draft of the Municipal Vulnerability Preparedness Report to the public at a formal public information and listening session scheduled for December 16, 2019 at 6 p.m. at the Somerset Public Library.  This session will provide an opportunity for any member of the interested public to learn about the MVP process and provide feedback about the MVP workshop and recommended highest priority actions resulting from the workshop. 

The goal of the MVP planning process is to raise awareness about the dangers posed from natural hazards and identify priority actions to improve resilience to the significant natural hazards that the community faces.  On October 15, 2019, community members participated in a workshop with local and regional leaders to: Characterize the hazards facing the community, Identify community vulnerabilities and hazards, Identify and prioritize community actions, Determination overall priority actions for the community

I-195 I-195 Interchange 4 Transportation Evaluation Public Meeting

The Town of Somerset, with support from MassDevelopment, has initiated an evaluation of improvements to I-195 Interchange 4 (Route 103). The intent is to seek solutions that address inefficient travel patterns and improve highway access and safety.  The study will run through summer, 2019 with public meetings and stakeholder meetings happening throughout the process.  The first public meeting was held on Monday, November 19th, 2018 to introduce the study and seek opinions on transportation issues. A second public meeting was held on Wednesday, May 22, 2019 at 6:00 PM at the Somerset Public Library. The intent of the plan is to identify a range of options that address inefficient travel patterns and improve highway access and safety. The Town of Somerset wants you to share your ideas for the Somerset Master Plan

The Town is preparing its Master Plan update! The Town of Somerset has embarked on an approximately fifteen-month planning process to update the town-wide Master Plan.The Town is planning for an engaging process where residents, businesses owners and local stakeholders will help shape the ideas and recommendations in the Plan. The Town of Somerset held its second and final Master Plan Public Meeting, Tuesday, July 23, 2019 at the Somerset Berkley Regional High School Performing Arts Center, an important aspect of the planning process which helps the Town move forward to developing our Implementation Actions for the Master Plan. The public was invited to attend this Public Meeting to learn more about the Master Plan progress to date and review the Vision Statement, Core Values, Key Issues, Opportunities, and Goals developed through the public engagement process. The residents and businesses in attendance helped the Town prioritize Implementation Actions to best achieve our Vision and Goals in the next 15 to 20 years. They also offered feedback on the Master Plan's Vision Statement, we completely agree and will make changes to the vision that better reflects the Town of Somerset. You can still particpate by filling out the survey below or contacting the Town Planner with any suggestions, ideas, or missed opportunities.

The Expanded Economic Development Plan

As part of the Somerset Master Plan process, the Town is preparing an Expanded Economic Development Plan to supplement the Economic Development element of the Master Plan. The Master Plan Steering Committee hosted a public meeting for an update on this process, and for the chance to contribute. Businesses and residents provided constructive feedback as an invaluable part of our success! Attendees reviewed and discussed:

  • What is an Expanded Economic Plan?
  • What are Somerest's greatest economic needs?
  • What are Somerset's key strengths and how can we leverage them to promote sustainalbe economic development?
  • Which areas within Somerset present the best opportunities?
  • How can Somerset take steps to implement its economic development goals?

The first Public Meeting on Wednesday, November 28th, 2018, during which over 80 residents discussed opportunities, issues and a 15-20 year vision for Somerset. Participants reviewed and discussed the following key components:

  • What is a Master Plan?
  • What community Planning trends are impacting Somerset?
  • Somerset snapshot: A brief look at our communities demographics and baseline conditions Opportunities and Issues: An interactive discussion about the opportunities and issues the Master Plan should address
  • Somerset's Vision: What is our Community's vision for the future?
